I had the exact same problem with static whenever I played audio through my earphones, and spent so long looking up possible solutions, and eventually managed to figure something out on my own that fixed the problem, after spending a bunch of time digging through settings. What fixed this issue for me was under Settings, go to System > Sound. Under Output, click on the device that's giving you issues, then under Enhance Audio, click on the little button that says Advanced. In your Headphones Properties now, click on the tab that says Advanced. I unselected every box on this page (Exclusive Mode, Hardware Acceleration, and Signal Enhancements) which didn't themselves fix the static, but did fix some strange echoing I was having. What finally fixed the static was under Default Format at the top, I changed the selected format to one with a lower amount Bit rate (from 24Bit 48000Hz to 16Bit 192000Hz) and that fixed the issue with the static right away.
