Windows 11 stuck on an infinite boot loop after interruped upgrade from windows 10

Hi,

a colleague ran the upgrade to win 11 on a laptop with a working win 10 system, but he did not take care of the power connection and the battery ran out during the upgrade (after restarting the system).

I would like to ask for help, as all the ideas I could find did not work. Is it possible to fix the problem at all?

the problem looks like this: at startup, the computer displays for a moment (2-3 Seconds) the message: "Update in progress. Don't turn off your computer", but after that the operating system does not load, but a restart is performed; Sometimes it shows a prompt for <0.5 Seconds to inform you about the progress of work, but I saw numbers of 35%, 38% and even 100%. Regardless it, the restart is performed continuously in an infinite loop.

I was only able to boot to Safe Mode with Networking, so it looks like windows 11 is properly installed. However, I still can't connect to the internet (I can see that it is not possible to connect in safe mode), so safe mode works in "minimal" mode even though it started "network" tryp

I prepared two bootable USB Flashesh: One from Windows 10, the other from Windows 11.

using the recovery system and the option to repair the computer on bootable usb flashes, I tried to repair the computer:

  1. "startup repair" failed. After about 10 seconds, I see a prompt that startup repair was not possible and the logs have been saved in the file C: /Windows/System32/LogFiles/srt/SrtTrail.txt. The solution suggestions from https://answers.microsoft.com/en-us/windows/forum/all/cefimicrosoftbootcipoliciesactivecip-is-corrupted/6f959bc0-7e59-4550-9e77-6d69ebd55530 did not help.
  2. "uninstall updates". failed too. The prompt says that no ostation updates were found, probably because the last update was a win 11 upgrade.
  3. "system restore" failed too, because no restore point can be found.
  4. "system image recovery" failed too, because not system image can be found. According to the instructions, you can add system image using a DVD, which, however, is not possible with this laptop due to the lack of a CD / DVD drive. Why can't USB Flash be used?

5 "command prompt" is available. Here I was able to change the bcdedit setting to boot into safe mode, however other ideas failed:

a) "Repair Boot Drive from Command Prompt" (https://www.easeus.com/partition-master/troubleshoot-windows-11-boot-loop.html) failed, because "bootrec.exe /fixboot" returns "access denied"

b) "Uninstall recent Windows updates" (https://windowsreport.com/windows-11-reboot-loop/ ) failde, because Settings -> Windows Update can not be opened in safe mode.

c) "Delete files in the Software Distribution folder" (https://windowsreport.com/windows-11-reboot-loop/ ): I deleted te directore C:\Windows\SoftwareDistribution, but i can't run commands "net stop wuauserv" and "net stop bits" because of error "the service name is invalid net helpmsg 2185"

d) "Run a quick SFC scan": (https://windowsreport.com/windows-11-reboot-loop/ ): The "sfc /scannow" shows, that there is no problems.

are there any other ways to fix the problem?

of course I know that the system can be reinstalled, but I only want to do it as a last resort. Can the same license key be used for a new installation? Can the same license key be used if I install windows on a different partition of the same disk?

And the last question: Unfortunately, the laptop manufacturer did not include the license key for purchase in the registry "HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ SoftwareProtectionPlatform" under the key "BackupProductKeyDefault". Is this a valid key? Can it be used to properly install the system or to install a second system on a different partition?

    If you've got a working system after troubleshooting please post the commands used.

    Did you make repairs while in safe mode with networking or did you make repairs while in Windows RE?

    If you've got images or share links displaying the command with results please post them too.

    Please post a current image or share link of disk management.

    How is the computer performance now?

    thank you for an answer.

    unfortunately in Windows PE the "bootrec" command does not work. How did you solve this problem.. There are many solutions on the Internet, but all of them cannot be sure of the solution.

    Besides, how can I be sure that in Windows PE also there will be no problem "Access denied" with the command "bootrec / fixBoot".

    meanwhile, i installed the system on a different partition and i can see that the license is active, so i solved the problem like this.

    helo sir.

    i encountered many times this problem and i am here to help you.

    just unplug the pc if it gets stuck forever on boot or freezes up.

    or else, create a Windows PE (Pre-Installation Environnement) within another pc.

    then when unplugged, (personally my boot menu hotkey is F9 because i use HP) press the key to prompt in boot menu.

    you can still download AOMEI Partition Manager and try converting the hard drive.

    at least in cmd, you can do bootrec /fixboot

    bootrec /fixmbr

    bootrec /rebuildbcd

    try these out!

    i'm sorry if that doesn't work.
