Windows Defender Offline Scan is not working

Can you solve this problem as I cannot perform a "Windows Defender Offline Scan" in my Windows 10 pc. When I click on "Settings > Update and Security > Windows Security > Virus and threat protection > Scan Options > Microsoft Defender Offline Scan > Then I click on Yes but the Scan did not start , even it did not restart my pc to start the scan. I ran "sfc /scannow" and "DISM" tool to check whether any system files are corrupted or not , it repaired those files and I restarted my pc but the MS Defender Offline Scan did not start to scan my pc. I created a new user account but the problem still persists. Now , what could be the ultimate solution for this problem ? Will I reset my Windows 10 pc or Will I reinstall Windows 10 or Will I perform an in-place upgrade ? ( I have Windows 10 Version 21H2 , Build Number :- 19044.1741).

    1. I have no third party antivirus installed in my Windows 10 pc alongwith Windows Defender.
    2. My Windows 10 is up-to-date. I have the latest Build of Windows 10 (21H2, Build 19044.1741)
    3. I have no pending updates in Windows Update.
    4. All of the Startup apps are disabled.

    Hello SubhabrataAdhikari, welcome to the Microsoft community, I'll be happy to help you today;

    I understand that Defender's offline scan is not working;

    Uninstall antivirus;

    If you have installed any third-party antivirus, uninstall it completely to avoid conflicts between programs;

    Check for new updates on Windows Update;

    Press Windows key + i and go to Update and Security;

    Click Check for updates and do ALL pending updates;

    Do a clean boot;

    Press together the keys: Ctrl + Shift + Esc to access the task manager;

    Click on start and disable all programs that start with Windows;

    Restart your PC and try running Defender Offline Scan again;
