I recently added another DDR2 RAM with 2GB alongside my other 2 2GB RAMs.
However, Windows only uses 3.24GB of them.

Specs:
Computer: Dell Vostro 200 Slim tower

OS: Windows 8.1 x64 (The issue persisted with other versions of Windows)

DDR2 RAM slots, 3 RAM sticks each one containing 2GB. 800 MHz

CPU: Intel Core 2 Duo e6300 1.87 GHz

Good. Glad to hear that you have all your RAM now.

I don't know. The problem was just solved the problem by updating my BIOS from 1.0.10 to 1.0.16.

    But IIRC it said 2-3.

    Now it displays these

What is showing in Task Manager? Example image below.

Have you moved the memory stick to the other open slot to see what happens?

Do you have and use Support Assist?
