Temp files created on desktop after downloading a picture

Why is Windows 10 creating a temp file on my desktop when I download a picture? And how do I stop this from happening? The only way I can delete it is reboot. I tried the following:

a)      Press Windows Key + Won the keyboard.

b)      Type Folder Options and click on it.

c)       Click on View tab.

**d)**Click on “Don't show hidden files, folders and drives”.

**e)**Click on Hide protected operating system files (Recommended).

**f)**Click on Apply and Ok button.

When I tried the Windows Key + W it didn't open it. Instead, it was Whiteboard and Fullscreen Snip

    Temp files usually go away faster if you right-click the desktop > Refresh.

    Apparently I cannot get a legitimate answer that will solve my problem. I download pictures off the internet for my business. The .tmp files are all over my desktop causing problems of opening programs I need. I guess another system restore is coming

    They cover my desktop along with my pictures. About 100 pictures at a time. It makes it hard to organize now this is happening. Plus my download path has changed. C:\Users\mrmuz\OneDrive\Pictures.

    I don't have One Drive installed and I can't change the path

    No it is a .tmp file. All folder options are listed as this :

    Hidden files and folders...Don't show hidden files, folders, or drives is checked

    Hide protected operating system files (Recommended) option is checked

    Yes I have tried in different browsers and it happens in Edge, Chrome, Vivaldi
