When this behavior happens, do you force the computer to shut down, and when you turn it back on, Windows starts normally?
Disable the "Fast Startup" feature. On some computers, this feature may not work correctly.
- Press "Windows + R", type powercfg.cpl and press "Enter";
- In the left panel, select "Choose what the power button does";
- Uncheck "Turn on fast startup" and click "Save changes".
Note: If the setting is not available to be changed, click on "Change settings that are currently unavailable" at the top of the page.
- Restart the PC
