1-Kindly go to Settings > System > Display > Scroll down to display resolution and change the resolution to Recommended.
2-Right click on Start > Device Manager > Display Adapter > Double click on the graphics card driver > Driver tab > Update.
3-If it is blurry only for a particular app, go to Settings > System > Display > Graphics > Select the app > Options > Change the options to "High Performance".

5-If the issue still persists, I would recommend uninstalling the graphics card driver completely using this DDU free utility, then download/install the latest graphics card driver or a driver that is compatible with your computer from the manufacturer's official website:
