The only way to change this setting is on BIOS.
You need to find the option UMA frame buffer size, if you don't have this option in BIOS, you can't change it.

I have an HP Pavilion Desktop that has a AMD Ryzen™ 5 2400G with Vega 11 graphics and 12gb of ram and can't seem to find a way to allocate more to it. I've tried using BIOS but there's no graphics settings for me to choose.
I have played games smoothly on it but had to replace the hdd and it seems it reset the vram somehow.

OEM manufacturers ususally don't add many features on their BIOS comapred to motherboard manufacturers. The UMA frame buffer size is the option on AMD devices, if you don't have this option, it is set automatically, and you have no control over it.
As previously stated I have played games smoothly on it so there must be some type of way. What worries me is that my BIOS looks quite bare to others who have similar desktops.
