Try these fixes for known issue of Aptio Setup Utility error that have helped thousands of others over the years. Work through each step in each tutorial until one works. Report back results for more steps if necesssary:

If you have UEFI settings in the BIOS it means it has the modern UEFI interface that has been the standard for ten years. Any factory install would come with a UEFI install, not CSM or Legacy. Those modes only get installed by users who dont' know any better. So unless you know for sure it was reinstalled in CSM Legacy mode, go into the BIOS setup an set UEFI enabled, CSM Legacy disabled, Secure Boot enabled, and WIndows Boot Manager first to boot. Select Save and Exit to save settings. Try starting Windows again.
Did anyone set a hard drive password in BIOS? Setting passwords in BIOS is dangerous because there is almost no way to recover them except shipping the PC back to Asus which means it must still be under warranty. What is the exact error for hard drive locked?
Based on the results you post back I may have other suggestions if necessary.
