Windows File Explorer and Run as Administrator

I run Windows 10.0.19044 on a Thinkpad X1 (16GB, 1TB). I have a shortcut to Windows File Explorer that executes:

 C:\windows\explorer.exe /e,H:\

I have mapped a network drive, "H", to a network location. I have set the properties of the shortcut to "Run as Administrator". When I double-click the shortcut, File Explorer opens and in the left window pane "Computer" is highlighted, instead of the "H" drive. In the right window pane I see the contents of "> Computer > Documents" is displayed, instead of the contents of the "H" drive. I can click on the "H" drive, in the left window pane and its contents is displayed in the right window pane.

When I uncheck the shortcut's properties "Run as Administrator", File Explorer opens properly, highlighting the "H" drive in the left pane while its contents is displayed in the right pane. This started happening recently, as I noticed it today and I normally use File Explorer multiple times every day and think I would have noticed it almost immediately.

I've checked two other X1 computers in our office running Windows 10.0.19043 and this problem doesn't happen, and Windows 10.0.19042 and this problem does happen. I've run "sfc /scannow" on all computers and it reported no problems. I've rebooted each of the computers where the issue exists 4 times and each time the issue remains.

When I open a command prompt "as Administrator" and enter the above command it fails for any mapped drive but doesn't fail for Window primary drives "C" and "D" (I have two partitions). For example, "C:\windows\explorer.exe /e,C:" works. When I open the command prompt not as Administrator then all works as expected, including using any mapped drive letter. The permissions on the shortcuts across all three machines are exactly the same.

Does anybody know what can cause this and, more importantly, how to repair it. Thanks,
