Cannot enable Device Portal and Device Discovery

Hi,

I'm trying to turn on Device Portal and Device Discovery in For Developers settings. So, after turning on Developer Mode, I click on the toggles for the those options. But they turn back to off quickly after I turn them on. I found a similar issue on a thread in MSDN forums (link below) though their issue was just with the Portal toggle (and mine doesn't cause irregularities with mouse either). Their solution was also not relevant to my issue as the redundant registry key there didn't exist on my PC:

I will appreciate if someone guides me through a solution.

P.S. I post this here because someone in the linked thread had said this forum is more suitable for the issue.

    I Have the same problem But I can't pay for windows home, how do i still do it!

    I found why that happened. The problem was that the Windows was installed as un-activated Home than activated as Education. A reinstall using the university-provided iso resolved it.

    Windows Pro is needed to use those advanced settings. That is the main difference between Home and Pro.

    Just an update. The issue exists on three Windows 11 devices (one Education license, activated, two Home, not activated yet). Is that a Windows 11 issue? All Win 10 PCs at my workplace have no issue enabling device portal and discovery.

    Thank you. Does Enterprise also have this option or is it only limited to Pro? My organization only has Enterprise and Education licenses available at the moment.

    I also found that Windows 11 Education should have almost the same features as Pro (including Group Policy editing), so why the options don't work on the Win Education either?
