It sounds like you are encountering trouble when trying to install the Persian language interface pack on your Windows 11. Sorry for the inconvenience you are facing. To provide you with a more accurate solution, I'd like to know where did you get this Windows 11. Is it from a Windows update or a system reinstallation?
Normally Persian is contained in the Language interface packs for Windows 11. You can try to perform an in-place update on your Windows and see if the addition of the Persian language works. Unlike reinstallation or reset of the system, this repair process will not affect your data or programs. And won't waste a lot of time.
- Go to the Download Windows 11 (microsoft.com) to download the Windows 11 ISO file.
- After the downloading process ends completely, click the tool to run it. > Agree > Select the Upgrade this PC Now option > Next > After downloading, you need to choose to keep your personal files or start fresh. > Your computer will restart several times. > After that, log in to Windows 11 and make the needed settings.
Note:
- Leave 20-25G space on your system disk to perform this.
- It is recommended to back your files up to avoid unnecessary data loss before performing this.
