My name is Rod, my Windows 10 PC was working on a Windows 11 upgrade for several months and it just tried its final reboot and is showing Boot Error Windows error code 0xc0000185! Any idea what to do for this error?

So I just recently upgraded my PC build and just finished building it. I have a USB copy of Windows 10 Home that I installed, and the installation process went through smoothly, but when I turn off my computer and then turned it back on, I am just stuck on a frozen boot screen. I have double-checked to make sure everything is plugged in, and even unplugged and replugged my RAM, GPU, and m.2 SSD that windows is installed on. Here is a picture of the frozen boot screen that I get, and sometimes it just boots to a black screen.
Specs for my build are:
MSI MPG Z690 Edge Wifi DDR4 Motherboard
MSI MAG Coreliquid 360R V2
Intel i7-12700KF
Samsung 980 Pro 1TB M.2 SSD
T-Force DDR4 3600mhz 32gb
Zotac Gaming Nvidia GeForce RTX 3090

So far I have tried everything you could possibly do in BIOS. It recognizes Windows Boot Manager on the m.2 SSD, so I know windows is installed, and I have made sure that is the boot priority. I have tried disabling both MSI fast boot and the normal fast boot, which didn't do anything. I even tried changing boot priority which didn't change anything. I made sure BIOS mode is UEFI, which it is by default, and even changed it to CSM to see if it would do anything, and it didn't. I have cleared CMOS by removing the motherboard battery many times already, and it didn't change anything. I tried following countless youtube tutorials but none of them did anything or had the specific problem I have. I can't get into Windows Safe mode or repair mode since it freezes before booting into any windows. I've had this problem for days now and feel like I have tried everything possible in the book.
Since these are all new parts and a clean windows install (so I don't have any important files), I even used the MSI Secure erase feature to completely wipe the SSD and perform a new clean install. The windows setup process went through again, and I got into windows, but as soon as I turn off the computer, same problem. I erased and freshly installed windows 3 different times and the same problem still occurred. I've read the entire MSI motherboard manual and BIOS manual and didn't find anything that could help with this problem. I feel I've tried everything and still just don't understand what my problem is, any help would be appreciated as my new PC build just doesn't seem to want to work.

Please check your RAM modes (voltage, frequency, timings) are in compliance with motherboard compatibility list (QVL).
Or at least try to set RAM frequency to 2133 MHz.
Ok, so if I disconnect my SSD and boot from the USB installation then it will just pop up the install setup. Is there something specific I should do or check within the windows setup or BIOS?
Be compatible is not enough unfortunately, it is needed RAM modes be in compliance with motherboard compatibility list (QVL). Sometimes it is needed to increase RAM voltage or decrease frequency to achieve stable operation.
But if decreasing frequency did not help, you may have a problem with some other hardware component. Please note, even new electronic component may be faulty unfortunately.
Please try to disconnect SSD and boot from USB installation media.

So I checked online and on Pangoly's website they say my RAM is compatible with the motherboard, but does NOT have the QVL checkmark. I tried setting the DRAM Frequency to 2133MHz and it didn't change anything. The default frequency was set at 2400MHz if that helps. I tried using the RAM from an older PC (still DDR4) but it didn't change anything. Does this mean my RAM is the problem? I thought it should be compatible with my motherboard.
