Many people are finding it's because App and Browser Control is missing from the Security dashboard, and there's an action there that hasn't been taken.

See the post near the bottom of page 3 by Tck Expat for the workaround.

I'm also having exactly the same problem. There's no way to know if it's just a bug or if we have some kind of security breach or malware. Microsoft needs to fix this.

Just open setting then search "App & Browser control" It'll open in Windows Security. I turned it on and adjusted a few settings, but simply turning it on will also remove the notification.

Having the same issue. It's totally maddening. No security updates pending. Everything enabled in the windows security app. Have tried the command Get-AppxPackage Microsoft.SecHealthUI -AllUsers | Reset-AppxPackage without improvement. Tried everything recommended here and here as well.

    Hoping this can get resolved!

For what it's worth, in my case this seemed to occur after resetting my device from the Insider route. I had been on Windows 11 insider beta track but went back to the stable release due to some bugs.

    Hi Paul,

I am Dave, I will help you with this.

That notification can be just a bug, it is reported by many people, other causes are, a security update is pending download on the Windows updates page, or Memory Integrity is not enabled in Defender.
