Force boot to setup
I want to reinstall windows, but when I boot from the USB, it runs the already installed system instead of coming up with the setup/installation
How to force the setup ?
I even disabled the internal hard disk from the bios

In the command prompt from the recovery environment, I can navigate normally through the files from the USB.
So the USB is not the problem. The files from the extracted ISO are all there. Double checked.
The setup is simply being ignored (bypassed), and windows is using the USB to boot.

That means you're not booting from the USB drive. 😉 But not to worry.
Every computer manufacturer has a particular procedure for booting from a USB flash drive. Generally, you have to interrupt the normal boot process by pressing a special function key, then you choose to boot from the flash drive. Your computer manufacturer will tell you exactly how it's done.
