    Do you want to use these contacts on the PC or just create a backup of the contacts?

    In any case, you can use iCloud to do it, first, make sure that your contacts are synced to your iCloud account, on the iPhone, go to Settings > (Your name) > iCloud > turn on the Contacts option.

    On the Windows PC, go to iCloud.com to access your contacts

    You need to export your contacts from whatever app is storing them on your iPhone and import them to whichever app you want to use for contacts on your PC.

    Before you start, you'll want to find out whether the app you want to use for contacts on your PC will accept exports from whichever app stores your contacts on your iPhone.
