Can't change lock screen background image.

I am currently unable to change my lock screen wallpaper. This issue has persisted for over a year now, and windows updates have not been able to fix it. I have been trying to fix this for quite a while now and I can't seem to get it fixed. As of now, I have already tried:

  • Changing the lock screen background image through the personalization menu on settings (The preview window goes dark and gets stuck on loading.
  • Opening the image on the photos app and selecting "Set as lock screen" (It says "try a different photo we can't set this one as the lock screen" for both PNG and JPG images.)
  • Using a small file
  • Using a different user account
  • Changing settings through gpedit msc (e.g. disabling the setting "prevent from changing lock screen image")
  • Renaming/Deleting \Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\Settings contents
  • Renaming/deleting "SystemData" and folder contents
  • Changing settings through Registry Editor
  • Removing/gadgets displayed on the lock screen (e.g. calendar, weather, news...)
  • Performing a clean boot
  • Using the Dynamic Theme app
  • Updating drivers
  • Contacted Microsoft/Windows tech support
  • Running run dism/online/cleanup-image/restorehealth  then sfc/scannow

For additional clarity regarding the issue, I can still change my desktop wallpaper without any issues. I can click on the "browse" function to change the lock screen background, but nothing happens as it gets stuck in an endless loading screen. Also, I intend on fixing it so I can manually select individual pictures so I am not looking for a Windows Spotlight fix. Windows spotlight still works for some reason but I cannot select an individual picture/slideshow/folder.

This issue (among many others I have encountered while using Windows 10) is incredibly frustrating given how little it affects User Exp.

    I have found the solution. Windows will only let you upload an image as a lockscreen when the image preview is available from file explorer. If you changed an image from webp or something similar to jpg or png, try uploading the image somewhere then redownloading it as initially a png. (Saving it to the "Pictures" folder also I think might help as the image preview is available there.) Once you have saved it as initially a jpg (I used paint.net to resave it as a jpg) the image preview will now show and windows will let you upload it as a lockscreen. Hope this helps!

    Thank you for posting the instructions on how to do this. Unfortunately, I've tried these methods and it's not working for me :( What else can I try?

    Welcome to the Microsoft community.

    We fully understand the inconvenience the issue has caused and that the current situation can be frustrating.

    From your description, it seems that you have tried many methods, but they are still ineffective. You can try the following methods, hoping to help you.

    Method 1

    Go to the Settings – Personalization – Lock screen. And then make sure that the Background option is not Windows spotlight. If so, change it. If that page is inactive and blurred, and it says “ Some settings are hidden or managed by your organization”.

    After that, open run command box and enter the following command:

    Command 1:

    %USERPROFILE%/AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets

    And click “OK”. From the next window named “assets”, delete all files in it.

    Then, once again, open the run box and enter the next command:

    Command 2:

    %USERPROFILE%/AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\Settings

    In the next window, rename the two files in it by adding .bak to their existing names, so it will be:

    Roaming.lock.bak

    Settings.dat.bak

    After closing that window, restart your computer. After restart, change the background option as “Windows spotlight”. If this second method works, don’t forget to open the run command box once again, and enter the second command:

    %USERPROFILE%/AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\Settings

    And then delete the renamed two files.

    Method 2

    Set the Lock screen background to “Windows Spotlight”. Then open the Windows PowerShell as administrator and enter the following command:

    Command 3:

    Get-AppxPackage -allusers *ContentDeliveryManager* | foreach {Add-AppxPackage "$($_.InstallLocation)\appxmanifest.xml" -DisableDevelopmentMode -register }

    Then close the window and restart your system. After restarting, Check whether the problem still exists?
