"Add someone else to this PC" starts lusrmgr

I have a problem with my laptop where whenever I click "Add Someone else To this PC," It opens another window called "lusrmgr [Local Users And Groups (Local)]"

The window shows 2 folders, Users and Groups.

Because of this, I am unable to add a second user to this laptop.

I've experienced this issue for quite a long while now, and I can't seem to find the fix for this.

I am using a HP laptop with windows 10.

1: Once opening settings, I go to Accounts> Other Users> Add Someone else To this PC,

And I see this:

I've tried various ways to fix this like uninstalling all antivirus software, and updating my computer to the latest version of windows.

Nothing has changed, and it's STILL like this.

2: There is also no "Family & Other users" Option on the menu...

I'm not sure about this, but I think it is something related to adding other users.

**Important Note** The laptop I am using was previously managed by an organization.

If anyone knows how to fix this, help would be greatly appreciated.

Press Windows + R keys to open the "Run" window;
Copy and paste the command

netplwiz

and press ok;

Click on the "Add" option;
Select the option "Do not sign in to a Microsoft account";
Choose a name and password for this profile and then proceed;
After the new profile is created, go back to the "User Accounts" screen, click on your user and then on "Properties". Select the "Group Membership" tab;
Mark the profile as Administrator and click on Ok;
Login with the new account;
