Windows Update Broke Cursor Lock on Majority of Games/Programs, which update Caused and How to Revert?

I have had this issue for a year and a half, roughly around the same time I had to upgrade my Motherboard. Certain games and program that make use of cursor lock in cases stopped working. Have had 3 monitors for the entirety of this computers life time and didn't happen.
I frequently use Ultimate Doom Builder, whoms 3D mode uses Cursor Lock stopped, it will move to my other 2 screen, and outside towards the Taskbar when it shouldnt. Makes for touch up much harder to do.
Golf With Your Friends and Golf It!'s cursor lock has stopped, even in Fullscreen mode.
StarCraft 2's Mouse confinement (cursor lock) does not work, so if I want to play, it would be a massive hinderance (in all 3 modes, Fullscreen, Borderless fullscreen, Windowed).
But, Diablo 3 has cursor lock and it's setting works.
Other games Skyrim, Minecraft work perfectly (Windowed Mode).

When I first reinstalled windows after mobo upgrade, it worked, no issues. Then after a restart/powering system back on, it happened, like after an update. (2020)
Old Mobo was a MSI X299 PRO ATX LGA2066, after a freak power outage it got fried along with my old Intel i5. I even was livestreaming with this and no issues whatsoever.
Had a moment where I had to reinstall Windows, done so with the in disk OS Installer (for resetting), and like the first time of opening the reinstalled OS, the Cursor Lock worked, no issues, then reapply new updates, it worked for one more turning on/restarting the computer, and back to the old issue again.
Have recently done Powershell/CMD Prompt (in Admin) sfc /scannow , dism /cleanup-image /restorehealth /checkhealth /scanhealth , found some corruption, but did not fix the underlining issue.

My games and Programs are put on Accepted/Unblocked from Firewalls and Antivirus, and even went as to running as Administrator with no avail.

Specs:
Intel(R) Core(TM) i7-9800X CPU @ 3.80GHz 3.80 GHz
G.Skill Ripjaws V 32GB 4x8 (32GB) DDR4-3200 CL16 RAM (24GB as one of the sticks died earlier this year, problem persisted regardless of RAM change)
EVGA FTW-K X299 LGA 2066 , SATA 6GB/s , USB 3.0/3.1
EVGA FTW-2 GeForce 1080 8GB ICX Gaming (I have also done a Display Driver Uninstall to ensure it wasnt a Graphics Card issue, the games that have cursor lock issue are playable but with out the cursor lock it makes it hard/impossible to play)
-Monitors plugged in: Sceptre M32 1920x1080, PXL2780MW 2560x1440, Acer H233H 1920x1080
Drives: Seagate Firecuda 2TB 5400 RPM Hybrid (Storage/Games) , Samsung 860 EVO 500GB SSD (Operating system Disk)
Razer Ornata Chroma Keyboard, Razer Naga Chroma Mouse, Razer Kraken Pro v3 Headset

At this point I am just unsure what I can do to possibly fix this issue, and cant use Windows 7 as you can't update it (especially from a fresh install), and no no on installing Windows 11.

    You can set "pause updates" in settings or use the tool to hide these updates (they will be ignored).

    Aight, I bit the bullet on one last reset, it just inconveniences me, but I did Reset one last time, but yes, it is Windows Updates fault.

    Its one of the Quality Updates that creates the problem.
    I first did your method in safe mode uninstalling the updates, didnt fix the issue, so whatever the update did, was permanent.

    But once I did the Reset, I immediately paused updates except for .net framework 4.0/3.5 as that did not do anything to me, then went into services and Disabled Windows Update, so it cannot call to download even after the pause timer reaches the date.
    So far 2 days in of using the programs/games, the Cursor lock issue is nonexistant, with 4 seperate restarts and 2 normal turning desktop on (since reset),

    But with it fixed, I am not going to experiment on how far I can go on updating before I figure out which did me in.

    I guess we can uninstall these updates and see if that fixes the problem.

    Here's how to uninstall Windows Updates:

    1. Enter safe mode.
    2. Open Control Panel - Uninstall a Program - View Installed Updates - Double click and uninstall the corresponding KB updates

    Or reinstall Windows and hide these updates. But you mentioned that you don't want to reinstall, so temporarily try uninstalling Windows Updates.

    How to enter Safe Mode: Start your PC in safe mode in Windows (microsoft.com)

    1. Press Windows logo key  +Ion your keyboard to open Settings. If that doesn't work, select theStartbutton, then selectSettings*.*
    2. SelectUpdate & Security*>Recovery.* Open Recovery Settings
    3. UnderAdvanced startup*, selectRestart now.*
    4. After your PC restarts to theChoose an optionscreen, selectTroubleshoot*>Advanced options>Startup Settings>Restart. You may be asked to enter your*BitLocker recovery key. Choose an option screen in the Windows Recovery Environment. Troubleshoot screen in the Windows Recovery Environment. Advanced options screen in the Windows Recovery Environment. Startup Settings  screen in the Windows Recovery Environment.
    5. After your PC restarts, you'll see a list of options. Select4or pressF4to start your PC in Safe Mode. Or if you'll need to use the internet, select5or pressF5for Safe Mode with Networking.

    Sadly this did not help. Clean boot did not stop the inherit issue.
    I do not remember the version that was on the base Reset.
    And none of the 3rd Party stuff I used interferes, and didn't interfere in the past, which is only the initial drivers on the EVGA disc, then my game apps (Steam, Battle.net), Nvidia GeForce for driver updates, and Razer Synapse (mouse, keyboard, headset) and Discord.

    Looked up some of the games, none similar to my situation showed up.
    With StarCraft 2's case; they turned on Windowless Border or Fullscreen and activated Mouse Confine. It works for them. I try to do that, it does not fix the problem as my mouse goes off to the next monitor as if Windows's initial controller for Cursor Grab fails.
    Golf It: No one has a similar issue pre-2019.
    Golf with your Friends: Same as Golf It, they even made an update to fix the cursor lock, which back then before my mobo/cpu went to great tech heavens, the game worked perfectly.

    I'd hate to reinstall Windows again just to figure out which Windows Update caused it.
    It also affects my Laptop of which earlier I installed a new SSD to it, used my Windows 10 Pro disc to set it up (completely fresh install), and before updates happened, like my current desktop issue, worked. But because it's 1 screen vs my desktop's 3, the lot of games are fine, but don't run nearly as well as on my desktop.
    edit - I reinstalled my OS for desktop 3 months ago, doesnt say what version I was before. The only updates that downloaded that day were "QUALITY UPDATES" KB4023057, KB5013624. "OTHER UPDATES" KB4591272, KB890830 x2, KB5005463
    I'll assume based on the updates, the version was base 21H2
    And none of the sites for the KB's say no problems despite me having issues. :(

    Thanks for your post in Microsoft Community.

    Did you install any third-party applications after reinstalling Windows?

    Maybe try a clean boot if this improves.

    The method of clean boot can refer to this:

    1. Sign in to the computer as an administrator. If you don't have an administrator account, you can create one.

    Create a local user or administrator account in Windows 2. In the Search box  on the taskbar, type msconfigand select System Configuration from the list of results.

    Search result - System Configuration **Important:**If the computer is connected to a network, network policy settings might prevent you from following these steps. Only use the System Configuration utility to change the advanced boot options on the computer with guidance from a Microsoft support engineer.  Using the System Configuration utility might make the computer unusable. 3. On the Servicestab of System Configuration, select Hide all Microsoft services, and then select Disable all. Select Apply.

    System Configuration - Services tab - Hide all Microsoft services check box checked - Disable all 4. On the Startuptab of System Configuration, select Open Task Manager.

    System Configuration - Startup tab - Open Task Manager button 5. On the Startuptab in Task Manager, for each Enabledstartup item, select the item and then select Disable. (Keep track of which items have been Disabled. You will need to know this later.)

    Task Manager - Startup tab 6. Close Task Manager. 7. On the Startuptab of System Configuration, select OK. When you restart the computer, it's in a clean boot environment. Follow troubleshooting steps to install, uninstall, or run your application. Your computer might temporarily lose some functionality while in a clean boot environment. Reset the computer to start normally after clean boot troubleshooting and resume functionality.

    Disclaimer*: A “clean boot” starts Windows with a minimal set of drivers and startup programs. It helps to determine whether a background program is interfering with your game or program and to isolate the cause of a problem.*

    These steps of "clean boot" might look complicated at first glance. However, to avoid any trouble for you, please follow them in order and step-by step so that it will help you get you back on track.

    If there are no 3rd party apps installed, from this symptom Windows update is causing the problem.

    Did you notice what version you had when you reinstalled Windows?

    Windows Update will download and install multiple available updates at the same time, and at this point you have no control over which update is installed or not.

    My idea is to watch the reinstalled version of Windows and pause Windows Updates to see what the most recent updates are.

    Also, these issues occur in specific games, have you tried contacting the game developers to see if this is a widespread issue.
