Laptop shows blank blue screen(not BSOD) after login

I have windows 10 on my laptop and it said i need to restart my computer for some update. It didn't seem like a regular update though, but anyway i did it.

However after restarting and logging in, my screen turned blue. I could move my cursor and there was no error that showed but that's about it. It was just blank and blue. I tried restarting again, still the same. It starts normally and i can see my display, but after 5 seconds it goes blue.

I went into the task manager multiple times to get to explorer.exe but it doesn't necessarily work. I can't even hit Start. It opens the file explorer and i can see my stuff but its constantly flickering (not sure how to explain but everything is blinking?? like the tabs are trying to click out, So when i type into the search bar for task manager, i have to keep clicking back into the bar so i can continue typing because the blinking or flickering makes the search bar out of use with every flicker. It happens every second.)

I tried uninstalling recent updates through troubleshooting but it says it can't do that. I tried a system repair too but it says it can't do a system repair either.

Screen turned up blue even in safe mode.

Someone suggested doing a clean boot i can't even access the Start or Settings or anything on my desktop.

Can someone please tell me how do i fix the blank blue screen and make it go away?

    HI,

    Try to access the Windows Recovery Environment.

    On the Windows sign-in screen, press and hold the Shift key while you select Power > Restart.

    After your PC restarts to the Choose an option screen, select Troubleshoot > Advanced options >

    Then in the "Choose an option" screen, click Troubleshoot => Advanced Options => click System Restore and follow the on-screen instructions.

    If System Restore didn't work, then RESET your PC.

    in the "Choose an option" screen, click Troubleshoot => Reset this PC and follow the on-screen instructions.

    beware of malicious advertising btw

    specifically, that top tip there which reads as follows
    "If you are experiencing a completely blue or light blue screen with no text or error message, your computer may have a bad video card or monitor, resulting in only seeing a blue screen. If possible, attempt to check if your video card is having issues or your monitor is bad."
