my internet connection is slow and unstable only on my PC

Hello, I've been having very slow and unstable internet for the past week: websites are slow to load no matter the browser, images take 10-30 seconds, voice chats on discord take 10-15 seconds to connect.
I play league of legends, and after most games the client tells me the session has expired and I need to re-log.

here's what I've tried:

I've reset my router

checked for windows update, installed optional intel updates

ran the troubleshooter
ran malwarebytes adwcleaner and rkill
turned off and on windows network auto-tuning
uninstalled the network drivers, restarted and let it reinstall on it's own
uninstalled the network drivers, and installed them from the intel website, however the installer said the install has failed, but I still got internet access

everything works fine on my phone and laptop, I've done a speedtest on speedtest.net multiple times and it gives me the full 40mbps

I don't remember all the tests I've done, so if anyone would like me to do anything specific please let me know.

    I'm David, and I'm happy to help you.

    Reset network settings:

    1. Open Start and select "Settings > Network & Internet > Status";
    2. At the bottom of the page, click on "Network Reset";
    3. Select "Reset Now", and at the confirmation screen, select "Yes";
      Note: The PC will need to be restarted.
    4. Now open Start and type cmd;
    5. Right-click on "Command Prompt" in the result list and select "Run as administrator";
    6. At the Command Prompt, type the following commands one at a time and press Enter:

    netsh int ip reset
    netsh winsock reset
    ipconfig /release
    ipconfig /renew
    ipconfig /flushdns

    1. Restart your PC and see if the issue is resolved.

    If it persists, reinstall the network driver.
    I know you've done this before. But this time, install the latest driver available in the support area of your computer manufacturer's website.
    (If you cannot find it, let me know the manufacturer and model of your computer)

    Uninstall the current driver: (Follow these steps to the letter)

    1. Open "Device Manager" (Windows + X and select Device Manager);
    2. Expand "Network adapters";
    3. Right-click on the adapter and select "Uninstall device";
    4. On the confirmation screen, check "Delete the driver software for this device" and click "Ok";
    5. Restart the PC.

    Install the driver you downloaded from the manufacturer.
