License Activation (slui.exe) failed with the following error code: hr=0x803F7001

While playing some games my monitor will lose signal as well as other devices, audio will bug and loop, and I will need to force shut down my pc.

Event viewer shows me 3 errors, and I have tried searching how to fix them and so far nothing has helped:

I have had this issue for a long time but I never bothered to fix it completely because it happens only when I play certain games(mainly CS:GO) and will rarely happen any other time (although it did a few times, after waking up my PC)

I have tried:
sfc /scannow;

All DISM commands;

Disabling auto activation;

Disabling Firewall;

Clean reinstallation of windows, deleting whole C; drive;

netsh winsock reset;
netsh int ip reset;
ipconfig / release;
ipconfig / renew;
ipconfig / flushdns;

Enabling Software Protection Service;

All of the above I have found on other threads and forums regarding this or similar issues.

I haven't touched my hardware much. I'm using:

AMD RX 580 gpu;

Ryzen 5 2600x cpu;

PRIME B450-A II motherboard;

16 GB ram 3200hz dual channel;

600W CoolerMaster power supply;

I can provide screenshots of my event viewer if needed. If anyone can help me in any way or knows what's causing this issue please help.

    Dear VukasinJankelic,

    I'm glad to see you in Microsoft Community.

    Because you have done a lot of operations yourself, including running sfc /scannow and All DISM commands, I don't know what prompts you will get after running this command, but the command to repair the Windows system will not change your activation status.

    Since the slui.exe file is a core file related to Windows system activation, and the damage to this file can only be resolved by reinstalling the Windows system.

    May I ask Is your Windows system pre-installed by the manufacturer?

    If Yes:

    Contact your manufacturer to rollback your Windows system to the original version.

    If No:

    I believe reinstalling and activating your Windows system via the MCT tool can solve your problem.

    1. Download MCT Tool
    • Download ISO
      1. Go to Download Windows 10 (microsoft.com) and click the "Download Now" button to download MCT (Media Control Tool), then download and run the program
      2. Select "Create installation media (USB flash drive, DVD or ISO file) for another computer".
      3. select "Language, version", "Architecture" (if you are not sure about them, select "Use the options recommended for this computer")
      4. "Select the media you want to use" interface, select "ISO file"
      5. Then download the Windows ISO file to your disk (about 4-5G in size, it is recommended to choose a non-system disk)
    • Select Override system
      1. After the download is complete, double-click on the ISO file, double-click to run "setup.exe" in the file manager that opens
      2. Then select "Change the download of updates for Windows Installer"
      3. "Download updates, drivers and optional functions", select "Keep personal files and applications", accept the terms of the agreement, click "Next" > "Install".
      4. The system will then reboot a few times before entering the welcome screen.
