Then click download button which redirects me to
And there is no download. There is white page with this text 404 - File or Directory not found.

Try using a different browser to Firefox, like Internet Explorer or Edge, I have checked that link and it is working correctly at the moment.

I am Dave, I will help you with this.
That second link you are redirected to is the direct download link for the upgrade assistant, and it is working correctly.
In your web browser, try opening that second link in an incognito or private web page to see if the Upgrade Assistant will download.
If not, if you have a 3rd party security suite or anti-virus installed, temporarily disable that and try the download again
