I cant use Microsoft Store or install Minecraft because they think I'm in Russia. Why is that? I've been living in EU, Latvia for 3 years already and haven't visited Russia since I moved. My account country is also set to Latvia. Why am I still not able to use Microsoft services?
On the front page of Microsoft Store there is a mesage that says Microsoft suspended sales in Russia
My laptop is from Poland, my Windows language is set to English and, again, I live in Latvia, I'm against the war.

Some other people report Microsoft looks at the original status of the account and changing location from Russia to another country does not help unfortunately.
So you can do nothing, sorry for bad news.
You may create a new account or wait until Microsoft will change its policies.
Windows license do not depends of an account. Please note, you may create a separate account for Microsoft Store only and use an old account for Windows and OneDrive.

Thank you for the suggestion
I checked if I had any activity done in Russia or related to it
I found out that I had a Skype account set to Russia, which I now changed
The copy of Minecraft I have, was also bought a long time ago when I lived in Russia. I tried buying another game from Xbox Store on PC with my Latvian debit card, I did so without problems but I still can't download and install Minecraft from it
I also tried removing russian language as my second language from every Microsoft related profile or account I had. The problem still persists :(
Now I also noticed that my Windows 10 also won't update. I assume its for the same reason

Please check your account for last activities. Could it be they are marked as from Russia?
If possible, try to use another Internet connection, e.g. by sharing Mobile Internet.
