Thank you. After trying so many other purported fixes, I removed bad profiles from C:\Users and HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList, updated my antivirus (ESET Nod32), and was finally able to upgrade Windows 11 to 22H2. Unfortunately, I don't know for certain if it was the bad profiles or the antivirus, but I suspect the former.
Windows 11 update to 22H2 fails with error 0x8007001F-0x3000D
I am trying to update my desktop PC to Windows 11 22H2.
I have tried three times.
The first time I tried updating via Windows update and it failed with the error "We couldn't install this update, but you can try again (0x8007001f).
The second time I tried with the Installation Assistant after uninstalling Norton antivirus and System Mechanic, turning off my printer, replacing my ASUS mouse and keyboard with Microsoft mouse and keyboard, unplugging anything else but the mouse, keyboard and monitor, and performing all the clean boot procedures. I ran sfc /scannow and chkdsk /f. That time I received a different error I neglected to document.
The third try I used an ISO installation file with the keep everything option. That time I received a 0x8007001F-0x3000D error with the text "The installation failed in the FIRST_BOOT phase with an error during MIGRATE-DATA operation. I used the ASUS keyboard and mouse and else everything was attached. Norton was disabled and System Mechanic remained uninstalled.
In all three cases the reversion back to earlier Windows 11 happened after several reboots at 63 percent. FWIW I also updated my wife's laptop to 22H2 with no problems at all.
I could try deleting the programs and settings but am afraid it might not solve the problem. The final option would be to do a start over install or a reset.
I have had issues where Windows 11 "forgot" my pin after a restart and I had to use a password instead. I also cannot activate the Night Light.
Checking c:/Users, I discovered that I have additional users: Default, defaultuser100000, defaultuser 100001, Ira and Public in addition to my normal user irawe.
What do you suggest?

2022-10-25T04:03:18+00:00 I tried to use the preview version of 22H2 before the launch of 22H2, tried more than ten failed updates (x8007001f), used Windows update, iso, etc., after the official version was launched, I used Windows update, iso, easy upgrade and other installation tools, but also could not upgrade. This morning, I accidentally tried to move the directory in C:/Users/, leaving only my own user folder, public folder, and Default folder, and the other directories were moved to another disk. At this time I used iso to upgrade, updated to 22H2, I successfully updated, I am very happy and hope my experience is useful.

2022-09-28T19:44:49+00:00 Hi Ira. I'm Greg, 10 years awarded Windows MVP, here to help you.
- First try theses fixes for the error:

https://www.thewindowsclub.com/windows-upgrade-... (Avoid ad links which intrude into editorial copy, especially DO NOT INSTALL Restoro, PC Repair Tool and Reimage ads)

- Next try these fixes for the most common 22H2 Upgrade problems:

- Update your drivers and BIOS/UEFI firmware from the PC or motherboard maker's Support Downloads web page, using the full model number, Serial Number or Dell Service Tag on sticker. Compare the latest drivers available for download with the ones presently installed in Device Manager reached by right clicking the Start button. Make sure you have the latest BIOS or UEFI firmware, Chipset, Display (Video), Sound, USB3, Bluetooth, Network and all other drivers, or else download and install the latest now.
Updating drivers from the Device Manager or Windows Update is rarely enough. The most basic thing we need to learn to maintain a PC is keep the latest manufacturer's drivers installed from their Support Downloads web page. Everything else depends on this.
- Expedite install of all Windows Updates (including Optional) in Settings > Update & Security > Windows Update > Check for Updates, watching for needed restarts, then go back to check again until no more are offered.
Then go into Microsoft Store app > My Library > Get Updates and expedite all Store app Updates, too, until no more are offered.
- Run a full Windows 11 Disk Check: https://allthings.how/how-to-run-chkdsk-in-wind.... This is to check the disk and file system condition which can factor into any case, and sometimes later proves to be the cause if it's left out.
- Establish a Clean Boot to turn off Startup Freeloaders that can conflict and cause issues:
https://www.makeuseof.com/clean-boot-windows-11/ - Test for account corruption by creating a new Local Admin account to see if the problem goes away:
https://pureinfotech.com/create-local-administr...
Sign into the new account, test it works correctly, if so move files over, test all apps work or reinstall any that don't. Then when ready delete the old account in Settings > Accounts > Family & Other Users.
You can change it to your Microsoft account if desired in Settings > Accounts > Your Info > Sign in with a Microsoft Account Instead.
- Download, install and run a full scan with free Malwarebyes from https://www.malwarebytes.com/mwb-download/ after enabling Root Kit scan in Scan Settings. Clean Up anything it finds and then run again. Turn off Real Time trial in Control panel to keep as on-demand scanner.
- Run System File Checker/DISM in WIndows 11 to find and fix any broken System files:
https://www.elevenforum.com/t/use-system-file-c... - Try install by the most stable method using ISO image file. Follow the steps under Download Windows 11 DIsk Image ISO, by clicking the link "Before you Start" at https://www.microsoft.com/en-in/software-downlo... to install the 22H2 update using ISO. Guide here:
https://www.ghacks.net/2022/09/21/how-to-update... - If that fails you can do the superior Clean Install following this guide:
https://pureinfotech.com/clean-install-windows-...
Create bootable media following the steps under Create Installation Media, clicking to read the link "Before you Start" at https://www.microsoft.com/en-in/software-downlo....
Make sure during the booted install to unplug all other drives, boot the media as a UEFI Device, choose Custom Install, delete all partitions down to Unallocated Space to get it cleanest, choose the Unallocated Space, click Next to auto-create and -format the needed partitions and begin install - this makes it foolproof.
After install expedite all Windows Updates including Optional until no more are offered. Then import any drivers from the PC maker's Support Downloads web page for your model that are newer, or branded instead of generic. The most basic thing we need to learn to maintain a PC is how to keep the latest manufacturer's drivers current. Windows drivers are rarely enough.
- If failure persists post a screenshot of Disk Management, which I read like a doctor reads X-rays. Follow the steps here so I can see everything needed to advise you: http://answers.microsoft.com/en-us/windows/foru...
Please report back results for each step in every link, so I know what else to suggest. I will keep working with you until it's resolved.

2022-10-06T12:37:22+00:00 I have the latest version of Acronis True Image installed and I could upgrade to 22H2 successful.
I could solve my problems (error 0x8007001) with the upgrade to 22H2 by running sfc /scannow on my computer. It reported some defects which have been corrected during the scan process.
After this I rebooted the computer, went to "Windows Update" and installed 22H2 again. This worked fine and the installation succeded.
Best wishes!

2022-10-01T14:37:29+00:00 The defaultuser 0000000 are, I believe xBox users. There have been situations in the past regarding xBox controllers.
There are some logs we can check if you want. Let us know if you would be willing to make them available on your OneDrive or some other hosting site. The files should be in the C:$Windows.~BT\Sources\Panther folder and are setupact.log and setuperr.log.
The 0x8007001F is just a general failure and doesn't give much info. But something is not migrating or moving back to the new install. It may be a corrupted file or a bad user profile or some other things.
Do you still have all your Windows Default folders in their normal locations?
Thanks for getting back to me.
FWIW I have never had an XBox. The other user accounts I mentioned have limited files in them and were not even shown to be active user accounts. After the installation error I cut and pasted them from Users to my external D: backup drive. The only relevant content was in one user - TurboTax files - and I moved them to a different location.
How do I get the two log files to you?
Setopen.log is a manageable 15 KB
Setupact.log is a monster: 217,594 KB
I've never given access to a file uploaded to OneDrive for security reasons.
What other options are there?
