Apps not closing in Windows-10; shutdown stalling and taking too long

I am trying to resolve a set of performance issues with Windows 10 related to apps not being closed when the app is supposed to be closed (i.e., still running in the background), when there is a shutdown (stalling the S/D process), and the apps resume themselves in the background upon startup.

I have reviewed the internet and this problem is more than six years old with respect to the clock and calculator. Both of which keep running in the background.

Other programs are also running when they should be shutdown. After the 212H update, the problem simply got worst.

This leads to the point that shutdown is a farce. Programs stalling out and not closing and causing the system to take as much as two minutes to shutdown fully. After 27 years of Windows, the current Windows-10 s no better than Win95!

I have used the task manager to review programs and manually shutdown apps.

I want to know when and if this will ever be fixed?

    Hello Neil, welcome to the Microsoft community, I'll be happy to help you today;

    I understand that you are having issues with shutdown and startup in Windows 10;

    Initially I recommend that you check if you are updated with the latest version of Windows 10;

    Press Windows key + i and go to Update and Security;

    Click Check for updates and do ALL pending updates;

    Disable apps running in the background;

    Press Windows key + i and go to Privacy;

    Click on Background apps and turn off the option;

    run a disk cleanup;

    Press Windows key + R and type: cleanmgr press Enter;

    Click on clean system files and wait for the files to load;

    Select all files and click ok to delete them;

    Perform a clean boot;

    Press together the keys: Ctrl + Shift + Esc to access the task manager;

    Click on start and disable all programs that start with Windows;

    Restart the PC and check if the behavior still persists;

    Dear Neil,yes, AVG often causes PC performance issues;

    In that case, I recommend that you completely uninstall Avast and any third-party antivirus software you may have installed;

    Optimize your disk;

    Open the file explorer and go to the local disk C:;

    Right-click on it and access Properties;

    Click on Tools;

    Click Optimize;

    Select local disk C: and click Analyze;

    Then click on Optimize;

    Restart the PC and check the behavior;

    Hello LuizScruz,

    Thank you for your prompt assistance on this matter.

    I did the following:

    1. OS update check; currently all up to date
    2. Disabled background apps
    3. Deleted unnecessary files
    4. Disabled startup programs that start with "Windows"
    5. In addition, I uninstalled a half-dozen apps that I hadn't used in more than a year

    Outcome: After step 3, the shutdown process took about 60-secs.

    After step 5; the system takes longer than before implementing any of the corrective measures to shutdown (3 minutes); startup is also sluggish.

    Other than standard MS apps, I am only using about a dozen other apps for work purposes.

    I am using AVG antivirus software, which I have found causes programs and browsers to stall out. I am wondering if this is a problem.

    Any additional thoughts?
