As a check, does the Microsoft Store app work independently of the Dolby app. For example are you able to download and install any apps via the store?

I have changed my DNS settings, reset my network adapters, run the network troubleshooter with no problems found, was sadly not able to run the app trouble shooter due to Full Diagnostic data being disabled, disabled proxy, reinstalled dolby atmos and the windows store, reset dolby atmos and the windows store, logged in and out of the windows store and searched for this specific problem ("We're currently experiencing difficulty connecting to the Microsoft Store. Some functionality may be disabled.") with no solutions to be found anywhere.
The app was working perfectly fine for a while. It suddenly, without explanation, stopped working. I have had changes made related to anti-virus, BIOS settings and that's pretty much it. I'd rather not revert my entire PC to get this fixed, because I'd wind up making similar changes to it anyhow. So there would preferably be a solution that wouldn't completely wipe my system.
I've waited a week to see if the issue would solve itself, as the error message would suggest that there's a server related problem. But I honestly doubt that since things seem to be working fine for other people with Dolby Atmos for Headphones. I've tried contacting their support and gotten no response.
This needs to be solved. There are other people with this problem and no one has offered any solutions. Do we need a 3000 IQ genius to solve this? I certainly am not that genius. Let's just hope our hero arrives one day.

Fixed it! I went into my firewall and checked each and every blocked program. Eventually I came to "runtimebroker.exe" and found that it was blocked. I unblocked it and there you go! Works fine now. :)
So if anyone else has this problem in the future; that's probably the solution. I'm not sure why it was blocked in the first place but it was haha
Only other thing I can think of is to repair the Dolby app now that this is unblocked and then try again.
Open the Settings app
Click on Apps
Select the app that you want to repair.
Click the Advanced options option.
Click Reset.

Hey mate, where did you do the firewall settings for runtimebroker.exe?
Was it on your router settings?
I have NordVPN, Bitdefender and Malwarebytes. Although the ERR_NETWORK_ACCESS_DENIED was caused by Microsoft Edge being blocked in the Firewall. I unblocked it and the error was gone. But it did not fix Dolby.
My provider does not have any filters. :)
