How to disable internet connectivity for a particular app/software?

I want to disable the internet connectivity of 'Steam' as my younger brother keeps on downloading video games from the steam client on my computer. I cannot downright uninstall it as well since his existing games would cease to function for the offline mode. So is there a way where the computer is connected to the internet but only 'Steam' is unable to access it?

For reference, we can disable internet connectivity for particular apps on Android smartphones using app settings. Is there a way for doing something like this on a Windows 8.1 PC?

    Hi, I am Van. I'll be glad to assist you today.

    You can try blocking the app by creating a firewall rule. Open the Windows defender then go to Firewall & Network protection > Advanced settings. In the Firewall advanced settings, click the Outbound rules then click New Rule in the right pane.

    In the New Outbound Rule Wizard, select Program then click next. In the next screen, select This program path then browse the steam app (C:\Program Files (x86)\Steam) then click next. In the next screen, select Block the connection. Apply it to all connection type (Domain, Private, Public) then click next. Name the rule you created then click finish.

    Open steam and check if the firewall blocks the app connection.
