ICS causing issues on network even though no connection is shared

Hello all I have an odd issue. When rebooting my laptop at home all devices on the same switch will lose internet. It seems to be coming from the ICS service, the odd thing is I do not have any connection shared as far as I can see in network connections. I have the latest feature version of windows 11, 21H2. I've currently disable the service but before it was set to manual so I believe that means something had to start it. Is there a way to figure out what started it and or why its causing issues on my lan network?

    Mostly experience was telling me. I was thinking ok why would rebooting my pc disable internet for everything on the same switch as me. I also saw that no device was getting ip addresses so my focus was on dhcp. I knew ICS could interfere with dhcp and that it would be limited to the section of the network my dummy switches were on. These I'm mainly using instead of running ethernet to each device from my main unify switch. After stopping the service once I saw the devices immediate connect so I knew it was the culprit. I seemed to have fixed it for now with a network reset. Not sure what caused it though as I didnt go into the network connections and share a different connection. Also not sure if the mobile hotspot feature uses this as well but I have not turned that on either. I'm thinking maybe it was setup on a hidden adapter? I take my laptop to work sometimes and use a usbc dock there with an ethernet adapter.

    Is there a way to look at the ICS config somehow like a text file or registry?

    Also I did find that article on setting the registry to start ICS at boot but that key was not there either so ICS shouldn't have been trying to hand out addresses on startup.
