Win11 USB Ports not working

My USB ports are all not working but ONLY when I am in regular boot mode which make the computer completely unusable. I can't log in without at least a keyboard. It's not hardware because I have full USB access when I boot in safe modes and in the BIOS.

I'm running Win11 21H2. I've searched and tried every trick out there on the subject of USB ports not working:

-rollback win updates

-restore point

-delete usb drivers/reinstall

-disable power off in power management USB hubs

-disable USB selective suspend.

-sfc scan

nothing works

help.....

    I am so glad to hear this. Can you say which service was causing the issue, to help others who find this?

    ok still on #1.

    I got the newest chipset drivers from Asus (MB Prime Z490-A) but it wont let me update it ... message is "Windows Installer Service" cannot be accessed...

    Thank you Greg for this very complete response. I will definitely look in to the drivers. I am kind of surprised, aren’t the drivers in safe mode and in windows the same for the devices?

    I would do a repair of Windows , but I am limited to only the steps I can do in Safe Mode unfortunately, since I can’t log in when booted up in regular mode.

    Hi ECa. I'm Greg, 10 years awarded Windows MVP, here to help you.

    1. If it works in Safe Mode and not Windows that usually means it's a driver. Do you have the Chipset and BIOS fully updated from the PC or motherboard manufacturer's Support Downloads webpage for your exact model?

    Compare the latest drivers with the ones presently installed in Device Manager reached by right clicking the Start Menu. Make sure you have the latest BIOS, Chipset, Display (Video), Sound, USB3, Bluetooth, Network and all other drivers, or else download and install the latest now.

    1. If no newer or this doesn't help, then go to the USB category in Device Manager, open each Enhanced, Hub and Host controller, from Driver tab select Roll back if available, or if not choose Uninstall.

    If your keyboard and mouse are USB, first program the power button to effect the needed restart after Rolling back or uninstalling the driver. Go to Settings > System > Power & Sleep > Additional Power Settings > Choose what Power buttons do to choose Shutdown.

    Finally open the USB controller drivers, from Driver tab choose Update Driver, then Automatically. If that doesn't help then choose Update Driver > Browse > Let Me Pick to try all previously installed drivers queued there.

    1. Establish a Clean Boot to turn off Startup Freeloaders that can conflict and cause issues:

    1. Download, install and run a full scan with free Malwarebyes from https://www.malwarebytes.com/mwb-download/ after enabling Root Kit scan in Scan Settings. Clean Up anything it finds and then run again. Turn off Real Time trial in Control panel to keep as on-demand scanner.
    2. Run System File Checker/DISM in WIndows 11 to find and fix any broken System files:
