Reset failed to complete

I initiate reset in my PC using both settings and windows recovery however it will stuck at 99 percent then restart the computer. It will load and the restart will take some time to finish but after that the reset will not complete. It will straightly go to sign in page and has my information on it. When I try to put my password it will accept then once on the main page it shows my icons and files. I already back it up so I dont need it. I just want to reset my PC.

    I'm Kevin B. Windows user like you. I do apologize for the inconvenience, let me help you sort things out.

    If the reset is not working you might need to create a bootable media and use it to reset your computer.

    On this process you need to have a spare PC to create bootable media.

    Click on download now and follow the steps on how to create bootable media.

    Once you have it, boot the computer in the bootable media instead of clicking install now click on repair this PC.

    Reset your computer using bootable media and check if it will work.

    Welcome : Here you've other choices to perform the "Reset on wins 10"

        Run the "Sfc /Scannow" before trying the -Reset - again

    As you must know. The SFC- Scan will display a result : if report that, found corrupted

    files and was unable to fix them : Run the scan again, until it says "Wins Resource

    Protection didn't find any integrity violations" up Next apply the "Reset again"

              Since we don't know. Which option did you select, but let's say you choose to
    

    < Keep My files > Try this time, with < Remove everything > it may work out
