When i start my pc explorer.exe keeps crashing and i get a black background with blinking taskbar but only when shutdown not on restart.
(previously i kept getting this error but when i restarted the pc not shut it down after in-place upgrade it now does this on shutdown not on restart)
Specs-
Build number: 19044.2130
GPU: GTX 950 Strix
CPU: AMD Ryzen 5 1600
RAM: 16GB
64 bit OS
In event viewer and in Reliability monitor it says:

What i've done so far:
sfc /scannow
DISM /Online /Cleanup-Image /ScanHealth
Dism /Online /Cleanup-image /RestoreHealth
update windows and all drivers
Disabled all startup services(excluding microsoft)
Doing a in-place upgrade x 2
And still nothin'
Is there a way to fix this without nuking my windows

i set it to adjust for best perfomance
and turned off i believe all customization software i have/use
but it still gives me the black screen and blinking taskbar
same error message, same behaviour.

Thank you for the update.
If it starts normally in safe mode, it proves that the Windows system itself is normal. This problem is usually caused by other programs or software.
Please confirm whether the current desktop carries special custom themes/third-party beautification tools/third-party explorer opening tools, etc. If there are these tools, please uninstall them.
Meanwhile, please press and hold Windows + R > enter sysdm.cpl > go to the Advanced tab > click Settings > select "Adjust to the best performance" > restart your computer to see if the problem exists.
Feel free to post back if any updates
So safe mode boots perfectly
+when i'm experiencing the crash loop i am able to open file explorer and browse it normally it's just the windows GUI thats not loading in properly
The fixes you told me didn't work though
did everything, clear the automatic destinations and looked at the device manager but nothing

According to the category you posted / Windows 10 /, we can tell that your problem is "The system has a black screen and the taskbar keeps flashing" If my understanding is wrong, feel free to correct me.
Before finding the real reason of the problem, could you please try to enter your computer from safe mode and see if it can be restored to normal. We just select the default " minimum " button. With Safe Mode, you'll know that default settings and basic device drivers are not the cause of this problem. Observing Windows in Safe Mode allows you to narrow down the source of the problem and help you troubleshoot problems on your computer.
Then click "Apply" >> to enter Safe Mode, you can click the "Restart" button.
At the same time, you can also try to use Windows key + E key to open File Explorer to see if it can be opened normally. If it opens fine, then the problem is with Quick access cache, which can be cleared by deleting *.automaticDestinations-ms from the following directory, using Command Prompt.
Press and hold Windows + R, copy the following path, go to the relevant folder, delete and clean up these caches.
%AppData%\Microsoft\Windows\Recent\AutomaticDestinations
In addition, it may be caused by the incompatibility of the newer version of the driver with the current Windows. If it is convenient for you,
