Uncontrollable Scrolling in Windows 10

I am running Windows 10 on my Dell XPS 15 laptop. Ever since last night, I have had an uncontrollable scrolling problem. This occurs both with my mouse and the directional arrows on my keyboard as well as using the touchscreen. For example, when I want to go to the far left of all of my browser tabs, it keeps the cursor to the right. Today, it's doing the reverse. In most if not all windows, if I want to scroll down, the cursor keeps wanting to go up. I know the issue is also affecting my keyboard, too, because when I tried playing a video in PotPlayer 64-bit, I used the right arrow to go forward a few seconds but it doesn't let me. It always reverts to the very beginning on the player's status bar.

I've tried several troubleshooting techniques. In the Device Manager, I uninstalled all my mice and keyboard apps. I did a fresh reboot and it didn't fix the problem. I disabled "Scroll inactive windows when I hover over them." I also restarted in safe mode and tried fast-forwarding with the right arrow in PotPlayer but got the same result.

Any other troubleshooting tips anyone can offer?

    I tried the repair install and it worked! The auto-scrolling has stopped completely.

    Good day! I'm Raniel, a Microsoft user like you. I understand your frustration regarding this issue and I'll do my best to help.

    Just to clarify, did you make any changes to your machine before encountering this issue (like installing third party apps, recent updates, etc..)? Aside from reinstalling the keyboard apps, have you also tried to reinstall your mouse and keyboard drivers?

    1. Click on Start and search for "Device Manager" > open it.
    2. Click on the arrow beside "Mice and other pointing devices" to expand it
    3. Right click on "HID-compliant mouse" and select "Uninstall device". Tick the Delete the driver software for this device check box > select Uninstall
    4. Expand Keyboards > right click on your keyboard driver and select Uninstall device > Select the option to Delete the driver software for this device check box > Uninstall.
    5. Reboot your machine and go to Start > Settings > Update & security > Windows Update > Check for updates to reinstall the driver.
    6. Go back to the Device Manager > Click on the Action tab > select "Scan for hardware changes", and check if it will scan and reinstall your mouse and keyboard drivers.

    Note: Temporarily disable your antivirus, then monitor again.

    Another option is to enable the built-in administrator account to isolate the issue

    1. On the Windows sign-in screen, press and hold the Shift key, then select Power > Restart
    2. After your machine reboots, click on "Troubleshoot" under Choose an option
    3. Click on "Advanced options" > select "command prompt"
    4. On the command prompt window, type net user administrator /active:yes and press Enter

    1. Reboot your machine, then login to your admin account, and check if you'll encounter the same issue.

    Note: If you don't encounter the issue on the built-in administrator account, I suggest that you create a new user account (go through the steps under "My computer is in a workgroup") . Please refer to this article as a guide: https://support.microsoft.com/help/14039/window...

    Thank you very much for all the troubleshooting sets of options you prescribed. Regarding the first option, yes, I completely reinstalled all apps for my keyboard and mouse. I went into the Device Manager and see that they were reinstalled upon restart.

    I also attempted the command prompt but didn't have any luck with logging in with an admin account.

    I did System Restore, which took my OS back to 10/7/22. I was hopeful that would fix my issues but when I tried to change the sound in the bottom right-hand corner, the volume slider wouldn't let me go to the right. It pushed it back all the way to the left!

    The automatic scrolling is still in effect.

    To make matters worse, now Chrome doesn't open at all.

    I'm very leery about doing a repair install of Windows. This means that I will have to reinstall all the apps that aren't part of the factory install, doesn't it?

    What are my best options at this point?
