HELP my monitor is static

Its normal for about 20 minutes after I turn on the pc. Then its become static/glitching like the picture below. Then I have to unplugged the electric cable to monitor for about 20 minutes for it to return to normal for the next 20 minutes, then its static/glitching again. The cycle repeats. When the pc is turned off but the electric cable still plugged, the monitor still in static at the bottom of the screen. I've tried using new cable but still not works My guess is the problem is in the monitor, but I dont exactly know where. Please help.

    I am Dave, I will help you with this.

    Boot your PC into BIOS and leave it in there to test if the problem exists in BIOS, if it does, then you have a hardware problem on your monitor and you will need to bring it to the PC repair shop.

    If that problem does not appear in BIOS:

    Open Device Manager (accessible by right clicking your Start Button)

    Expand the Display Adapters Section

    Right click your video card and choose Properties

    On the Driver Tab, choose 'Roll back Driver'

    Restart your PC once done.

    If that option is not available or does not resolve the issue, go to the support page for your device on the manufacturers website, then download and install the video driver they recommend, it may well be an older version to the one you are currently running

    The problem does appear in BIOS. So i brought it to repair shop. The tech said the lcd / screen / pixel itself is the problem. It cant take too much heat anymore thats why after certain minutes of cooling down the problem occured. Yeah i know its because of heat but i dont think the problem is in the lcd / screen. I dont know if this tech is making things up or not. Is the problem on lcd/screen like the tech said possible? But why its only affecting a certain area of the screen, not all of it.
