Windows 11 update has broken my internet

Since updating to windows 11 I can no longer access any website except Bing.com. I have used Opera and Edge and have tried the command line tricks with netsh and ipconfig.

If I search through Bing I get results just fine but if I click on any of the links or try to go directly to any other website I get a message stating "This site can't provide a secure connection". This happens with every website. I have also tried clearing cache on Opera to no avail. I have also tried checking the LAN settings are set to automatic detection and cleared the SSL state.

I know I have Internet access as Windows update works fine and Opera was even able to download and install an update. However if I can't use a browser then my laptop is effectively an expensive paperweight as I need it for university and work.

UPDATE

Apparently flushing the dns cache works for about 30 seconds then it goes back to refusing to open websites. Is there any way to fix this permanently?

I have found the issue. After a lot of messing around with clean booting it seems that Avast antivirus was at fault.

Initially I was tipped off by the fact that every time the computer was restarted browsers would work fine for about 30 seconds. After that they would all suffer from the same problem. This suggested that some program was taking a moment to start up and once it was running it was nixing the browsers.

On closer inspection it was Avast, despite the fact that it was fully up to date. Uninstalling it has completely solved the issue.

Hopefully this might help someone else in the future.

Method 1: have double checked and all drivers are up to date.

Method 2: troubleshooters all say that nothing is wrong and there is no error to fix.

Method 3: I had tried all but the fsutil and last four or five. Have now tried all of them and no luck. I can load one new webpage then it reverts to previous bad behaviour.

Method 4: Attempted this through WiFi settings and still have the same error page appear.

Method 5: After completing this step I now get a "This site can't be reached" error before it changes to the original "This site can't provide a secure connection" error.

During all of this Bing.com continues to work fine and several other devices on the same network have no problems accessing the same websites.

I apologise for the low quality image but I can't print screen as I can't get onto this website using my laptop for obvious reasons.

I have already attempted most of the proposed fixes with no joy but will try the rest now. The ethernet solution will be of little use as I am using WiFi but I will attempt all of the others.
