A blank blue recurring windows tab keeps appearing?

(it's not the BSOD screen) A windows blank blue tab with one code line written on the top keeps appearing a lot, it closes after an instant so i couldn't read what it says. I notice it happens often when i'm charging my laptop, or playing games. It only appears for half a second and doesn't really do anything but annoy me. Im not sure if i should be worried?

Edit: i managed to take a video of it, i plugged in my charger and it flickered. But since i cant upload videos i took a screenshot of the split second it appeared. I also realize this only happens when im charging, and that theres two different screens, this one, and one with the text written like i said in the beginning, that one seems to last a slight bit longer than this flickering one. They both seem to be related to windows powershell. So should i be worried or just ignore this? (Sorry for the long text)

    I am aware of the present situation is that your PowerShell windows keeps pop-up when your game playing and Laptop charging.

    Based on my queries, the problem is usually caused by third-party applications starting PowerShell, so I recommend that you try to check the Settings in the following two places for the use of PowerShell, the red box could see the actions, and the green box could see at what point in time the program will be running:

    Note: Press and hold down Windows > Type task Scheduler > Run as administrator to view all these plans

    Hello, thank you so much for responding.

    I tried the clean boot but it was still happening. Then I opened the task scheduler and noticed two running actions with windows powershell, i disabled them and currently it doesnt show up anymore :) Thank you greatly.
