windows 10 pc restart loop no admin permission to fix it.

Hi I had issues with my pc not working like it was so slow and it was a reason I couldn't figure out. I tried removing a virus and there was none. I tried system restore but I couldn't find a time before this happened it was like it got erased. Then I decided to reset my pc by removing all my files but then when I opened it it was on a restart loop and it wasn't because of any of the reasons listed. I tried some videos and I found 1 where you need to use command prompt but I had no admin account because I reset my pc. Now what do I do to fix the admin, the restart loop, and set my pc to normal?

    Usually to access BIOS, when you start your OC on the manufacturers logo screen, repeatedly press the F2 key, if that does not work, try the Esc key, the Del key or the F12 key

    In the opening post you commented that you had performed a reset remove files and had problems.

    Please perform a clean install Windows 10.

    Find a flash drive that you can format ( > or = 8 GB).

    On a working computer create a bootable Media Creation Tool (MCT) (Windows 10 iso).

    Move the bootable flash drive to the applicable port on the problematic computer.

    Perform a clean install.

    Reinstall drivers displayed on the computer or motherboard or component manufacturer websites.

    Reinstall applications.

    Consider making free backup images and saving the images to another disk drive or the cloud.

    (Acronis, Aoemi, EaseUS, Macrium, Paragon, etc.)

    How would you get to the BIOS I am not really a pc nerd but please tell me how to get to bios and boot order.

    Use this method to access the Recovery Environment:

    Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

    Do this twice

    On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.

    Can you use the recovery options in there, like reset...etc. or are you blocked by a password?

    If you are blocked by a password, try entering any old password you may have used on that PC

    If you are still blocked by a password in the Recovery Environment, then, you will need to create a bootable Windows 10 USB on another working PC and boot your PC from that, then rather than installing Windows 10, select ‘Repair this Computer’ that will give you access to the Recovery Environment from there

    In the recovery Environment on the USB, you will not be blocked by a password.

    to download the Media Creation Tool (Click on Download Tool Now), with that you can download the latest Windows 10 ISO (Select Create Installation Media for Another PC), you can create a bootable USB flash drive (min 8GB) using that tool

    Then, Boot your PC from the Installation Media you just created (change Boot Order in your BIOS)

    Hello,

    Make a bootable USB drive and boot into it you can find some videos about it or the easiest way to interrupt startup by clicking on the power button on and off 3 times, you don't do it immediately before you see the loading screen.

    Then, once you reach there you will get a blue background then follow these steps Advanced Options<Startup Repair and it should fix the problem automatically
