CMD Opens and Closes Rapidly Every 20 Minutes

I found the threadposted by a person who can see what the CMD screen says before closing; it happens too fast for me. I also read that Autoruns is a tool that can remedy this problem. So I'm hoping to get some modified advice for my circumstance. This started immediately after I upgraded to Windows 11 through Windows Update (22H2 Build 22621.755). Every 20 minutes starting on the hour. Can't see what the CMD screen is trying to do. Thanks for your time.

Looking at the screenshots, it appears that the NortonCleanupTask is the culprit.

See also this thread where disabling the task resolved the issue.

Open Task Scheduler, right-click "NortonCleanupTask" and click "Disable"

    My phone doesn't record videos. It's a means for me to talk with another person who also has a phone.

    Use your phone to make a video of your monitor. After you see the command box flash on and off, stop the recording and then play back the recording in slow motion until you can see the open command box.

    If you're able to post a screen shot of the open command box, please do that. Otherwise, tell us exactly what the command box says.

    I was able to solve problems with my own PC on two separate occasions by doing this. The beauty of it is that you will know exactly what is in the command box, without the need to guess from other sources and hoping that you guessed right.

    1. No malware found.
    2. shell:startup was empty
    3. I couldn't find anything that indicated "cmd"
    4. the blip screen stopped blipping after the "delete all" step. So I am enabling the non-ms items I disabled, one at a time, to see if I can isolate what triggers the event.

    My regrets for delaying so long. I will return once I finish step 4.

    Please try the following methods below

    1. Use your Antivirus software to scan your computer for any virus or malware.

    Please try to scan your system using the free edition of Malwarebytes.

    1. Please try to check your startup folders

    Press Windows key+R to open Run then type:

    shell:startup

    Hit Enter. Look for cmd related entries then delete it

    1. Open Task Manager

    Under Start-up tab, Find cmd related entries in the list

    If Status Enable, Right click then Disable

    1. Perform a Clean Boot

    Determine if a background program or a software conflict triggers command prompt to open at startup.

    Press Start then search and type: msconfig

    Select System Configuration > go to the Services tab.

    Select and make sure to put a check mark on "Hide all Microsoft services"

    Click Disable all.

    Go to Startup tab > Open Task Manager > Disable all the unnecessary services running there. Restart your computer.
