I found this issue when I played Titanfall 2. I cannot save my progress in the game, and I thought maybe the game is broken. But today I just found out that GTA4 cannot save either. Similar thing happened to Fallout 4, except that it’s the setting not being saved.
But this only happens to some games. I also have some games that don’t have this kind of issue.
I’m guessing something is wrong so that games cannot access certain locations (probably in c drive) in my pc.

McAfee is known to continue to affect Windows even after being uninstalled. Unless you uninstall it using the removal tool provided by the developer.
So uninstalling McAfee in the traditional way would not resolve this behavior if it is actually being caused by it.Anyway, you don't need to uninstall the antivirus. Just add the main game executable to the McAfee exceptions list. This is enough to see if it is McAfee that is preventing games from making changes to the necessary folders.
My suggestion is based on my own experience. I have GTA 4 and Fallout 4. I had the same problem until I added the game's executable to my antivirus exception list.
I just talked to one of the Bethesda support team. They told me the same thing about adding games executables to the exception list. I tried it, and it didn't work.
They then told me to create a new local windows user account with admin authority and test the game with that account.
Under the new account, with McAfee installed, both Fallout 4 and GTA4 worked perfectly fine. They told me there might be some corrupt data or conflicts with the configuration or security settings.
We are still trying to figure out if there's a way to make it work on my main Windows user account.

These games worked fine on my other devices, but they were all in Windows 10.
Yes, I'm using an Administrator account, I only have this one account on my device.
Yes, they are from the same source, Steam.
I've also tried to set the game to run as administrator, I even set Steam to run as administrator, nothing worked.

Do you use antivirus or other third-party security software?
Some third-party antiviruses are known to prevent games from modifying configuration files, saves, etc.
Try adding the game's main executable (.exe) to the antivirus exceptions list and see if the game can save properly.
