Just to clarify, did you make any changes to your machine before encountering this issue (like installing third party apps, recent updates, etc..)?
First, kindly go to Settings > Privacy & security > Camera, and ensure that the settings "Camera access" and "Let apps access your camera" are set to On.
Once done, kindly reinstall your camera driver to troubleshoot the issue:
- On the search bar, type "command prompt" and select Run as administrator
- Type "devmgmt. msc" on the command prompt window to open Device Manager
- Expand Camera/Imaging Devices > right click on your Camera driver and select Uninstall device > then Delete the driver software for this device check box > Uninstall.

- Check if your machine is up-to-date with the latest security patches. Kindly go to Start > Settings > Windows Update > Check for Updates.
- Go back to the Device Manager > Click on the Action tab > select "Scan for hardware changes", and check if it will scan and reinstall your camera driver.
Note: Temporarily disable your firewall/antivirus, then check again.
