Why do I get a blank cmd Prompt pop up?

Every time I turn my laptop on, I get a blank command prompt pop up on my screen. I recently upgraded to Win 11 so it actually stays on my screen where as with Win 10 it would close itself out almost as soon as it opened up. This also will normally close out my google chrome as well. Chrome would then open back up on all the pages I was on when it closed. This also doesn't happen right at startup either. It normally takes about 3-10 minutes for it to happen.

Chrome will also close itself when I open a new window as well and reopen itself as well. (it does this without the command prompt though.) Is there a problem with my Chrome by chance or is it something else?

Hi ThatOneDraco202, if you could scan with Farbar Recovery Scan Tool (FRST), and share the logs it creates, I'll help you fix the problem.

    https://www.bleepingcomputer.com/download/farbar-recovery-scan-tool/

Run FRST as administrator, use default settings and press Scan. Two logs are created in the folder that FRST is run from, FRST.txt and Addition.txt. Zip the logs and share on OneDrive, Google Drive or any file sharing service, then post the share link.

    * Note: If you are downloading FRST with Edge, smartscreen will initially block it.

Click on the 3 dots next to the warning and select Keep -> Show more -> Keep anyway.
