How to turn on the battery saver while plugged in on Windows 11?

So I read this post and was absolutely amazed that this would be the case. Just because there is power going into the laptop does not mean it is on 'mains power'. I found this post because as the OP was asking, I wanted to turn on battery saver when charging. Why? Because I am charging from a battery pack that also has limited power. At the moment I cannot use my battery pack for charging at the same time as using the laptop.

I can't believe that this feature was not thought through more, or is there a technical reason this happens? Is the hardware unable to use battery saver while charging? Why would this not be allowed?

If anyone else has an answer to how to turn on battery saver I would appreciate it.

The Battery Saver option in Windows cannot be enabled when your laptop is connected to mains power, that can only be enabled when you are on Battery Power,

The Battery Saver setting in Windows does nothing when you have the power adapter connected, it only works to turn down the power of your hardware components when you are using your laptop on battery power to make your laptop last longer on battery power.

AFAIK, battery saver can't be turned on while plugged in.

Start off by updating both bios and ALL drivers from that laptop makers support
