The on-screen keyboard is already off. If you look at the image it's not the on-screen keyboard, It's the white BIOS keyboard that shows up when you enter BIOS. It only appears on the hp loading screen when you start up the computer, but it goes away as soon as you enter the login screen.
How to remove BIOS keyboard showing on startup
Whenever I try to startup my computer after I shut it down, or restart it, the BIOS onscreen keyboard always shows up everytime. Is there a way to fix this?

Select Ease of Access
Select
Keyboard
Turn off the On Screen Keyboard Toggle

Please type the word accessibility in the search.
The search can be found on the Taskbar and it looks like a magnifying glass.
Scroll down the page and select Keyboard in the middle section.
There is a toggle to turn off the keyboard.
