Is there any In-Built tool in Windows 10 for low level formatting ?

Diskpart "clean all" command does a low level format in a way. However, it is advisable to use a 3rd party one in my opinion.

To access diskpart,

In the Windows search,

type cmd, right-click it, and choose run as administrator.

Type diskpart

Press Enter.

Select the disk and use clean all command.

Some computer manufacturers may have drive cleaning options in the BIOS.

For example, HP may have both secure erase and disk sanitizer:
