How do I fix my battery percentage not rising?

Recently, my laptop battery percentage will not go up. If charged, my laptop stays at the same percentage and doesn't get higher, if it's not charging it will go down (as usual) but if I charge my laptop again, it wont get any higher than the current percentage. Does anyone know how to fix this?

e.g.)
My laptop is at 88% and when it is charging, it will stay 88%. If I unplug my laptop, it goes down (example, 72%) but it wont get any higher (than 72%) when it is plugged in again, but it wont go down.

    Good day! I'm John Dev a Windows user like you and I'll be happy to assist you today. I know this has been difficult for you, Rest assured, I'm going to do my best to help you. When was the last time it worked properly?

    Please try the following methods below.

    **Run the Power troubleshooter:

    Press Start then select Settings > System > Troubleshoot

    Click Other troubleshooters then select Power > Run the troubleshooter.

    **Press Start then search Command Prompt

    Right click it then select Run as administrator

    Copy and paste the command below then press Enter.

    powercfg -restoredefaultschemes

    Restart your computer

    **Please try to run SFC and DISM to check for any system errors and corrupted files.

    After that, restart your computer

    **Open Control Panel then select Hardware and Sound

    Click Power Options

    Under Preferred plans, select Balanced

    Restart your computer

    **Press Start then search Device Manager

    Expand Batteries section

    For each device you see on that section

    Right click then Disable

    After that, Right click then Enable

    Exit Device Manager

    Hello DustyMusty_720,

    Thank you for updating me with that information. Please try performing a System Restore at an earlier date where everything is still working.

    Press Windows key+R to open Run then type: rstrui.exe

    Press Enter. This will open System Restore

    Click the Next button.

    Select the restore point at an earlier date where everything is still working.

    Click Next then Finish

    If the issue still persists, Please try performing an In-place Upgrade. Performing this can repair broken operating system files while your personal files, settings and installed applications will not be removed.

    **Few things to check on the PC

    Unplug all external peripherals except for the Mouse, Keyboard, and LAN cable before starting

    Disable or uninstall any 3rd party Anti-Virus program to prevent it from interfering with the upgrade
