Yes, you can do that with a specialty cable and software such as laplink ultimate, but I think your money is better spent on a USB 3 SSD, such as this one from SanDisk. You can use it to move files, make backups (including system images with software such as Macrium Reflect), or just provide extra storage. Much more versatility than a special transfer kit.

Natively it is not possible to use a USB cable to transfer files between two PC.
You may have to use specialty cables with some adapter built in & some software provided by the manufacturer of the cable. Best solution is to use Wired or Wireless network to transfer files between PC's. You can use a Crossover Ethernet cable (can be prepared within 50 cents) if both PC have Ethernet socket or zero cost if they are already part of a local area network.
