Your motherboard has a central MSI, look for features I just disabled the LAN Manager on my MSI, and restart your computer and test again.

I've noticed a problem that my browser loads slower and i couldn't start a stream on Twitch, so then i tested my internet speed and i saw this i've never had this slow of upload, and it only is this bad on my PC every other device in my house gets the 300/300 that i'm paying for
i wonder what could be causing this

I can see here that you are experiencing slow upload on your connection and it shows on speedtest as well. Please follow the steps below:
Method 1
Run the Troubleshooter
Windows 10
Please Click Start menu and choose Settings
Hit Update and Security then Troubleshoot
Choose Additional troubleshooters
And select Internet Connection or Network Adapter
Finally, Run the troubleshooter
Windows 11
Please Click Start menu and type Troubleshoot
Hit Other troubleshooters
And select Internet Connection and Network Adapter
Finally, Run the troubleshooter
Method 2
Please click start menu and type cmd
Kindly right click on it
Select run as administrator and hit enter
Please paste the command below and hit enter.
netsh winsock reset
netsh interface ipv4 reset
netsh interface ipv6 reset
netsh winsock reset catalog
netsh int ipv4 reset reset.log
netsh int ipv6 reset reset.log
ipconfig /release
ipconfig /flushdns
ipconfig /renew

Yes i have restarted my router 2-3 times, the issue persists
