Computer keeps starting in safe mode, even though safe boot is unchecked in the system configuration

Following a recent windows update my computer started up in safe mode. I was able to get it out of safe mode by restarting but now every time I start up my laptop it starts in safe mode (and takes several tries to start up at all, keeps saying it can't load my user profile). I then have to restart again to get it out of safe mode.

I already followed the steps (windows+r, msconfig, etc) to clear the safe boot and safe boot is not selected in the system configuration. I've checked this both in and out of safe mode. The only thing I can think to do is change it from selective startup to normal start up under the general tab in system configuration but it tells me I'll need a BitLocker recovery key to change that setting or I'll be locked out of my device. I do have the recovery key but this seems like an extreme thing to have to do.

I will also note that my laptop has been slow to start up and slow to restart...the whole process has been taking about 10-15 minutes just to get into my laptop and use it.

    Hi Paul,

    Thanks for your help. For awhile it seemed the issue had resolved but then the same problems as above started again so I followed the steps you provided. Everything seemed fine but then after about a week it began starting up im safe mode again or started up as if there had been a factory reset. I restart and then it starts up as normal but is slow to load apps and won't load browser pages in chrome or edge even though I have a full internet connection (internet is fine on other devices too). About every other time I turn on my laptop it does something strange with the startup.

    Hi M.,

    I'm Paul and I'm here to help you with your concern.

    Try to access the Windows Recovery Environment, turn your computer on and off three times. While booting, make sure you turn off the computer when you see the loading logo. After the third time, Windows will boot into diagnostics mode. Click Advanced options when the recovery screen appears.

    Then in the "Choose an option" screen, click Troubleshoot => Advanced Options => click System Restore and follow the on-screen instructions.
