I believe this is a Windows 11 issue. I have not been able to solve this. I want to make a fresh Windows install, but I'm waiting for release of gen 5 NVMe SSDs first.

System specs: AMD Ryzen 9 7950, 32GB Corsair Dominator DDR5 6000KHZ, Corsair MP 600 Pro 2TB NVMe, Corsair HX1000 PSU, MSI GeForce RTX 4090 and the motherboard is an ASRock X670E Steel Legend with the latest BIOs.
Launching any game whether it is a stand alone game or an internet based game (such as Diablo 3) takes a lot of time. I believe there is already an investigation into whether or not NVMe SSDs with Windows 11 is the cause.
I have run msconfig and removed everything from startup. Still the program remains.

2022-12-15T12:06:45+00:00 Feedback given. An in-place upgrade did not improve performance in any way. I will make a fresh install when I have a new gen 5 NVMe SSD (I assume that will be January 2023).

2022-12-14T03:52:33+00:00 Hi, thank you for the detailed reply, if none will work from the above solution, I suggest doing an in-place upgrade wherein it will upgrade the device to the latest version and repair all issues without deleting any files.

In addition, if you continue to experience the issue even after trying the steps above and if you feel that this is with regards to the recent upgrade, what I can highly suggest is to post the issue on the feedback hub so that developers will also be aware of this problem and hopefully the fix will apply as soon as possible.

2022-12-13T20:23:56+00:00 All of these steps have been taken per your advice and still the issue remains. If a Microsoft tech is monitoring this forum I am willing to send any info to Microsoft as needed.
If a solution cannot be found I will do a clean system install in January/February 2023 when the new gen 5 NVMe SSDs become available.

I understand the issue you have, there is nothing to worry I am here to help, I know some of these steps are already done, you have just skipped it if you think it will have the same result.
Method 1. Do clean boot:
A “clean boot” starts Windows with a minimal set of drivers and startup programs, so that you can determine whether a background program is interfering with your game or program.
- In the search box on the taskbar, type msconfig and select System Configuration from the results.
- On the Services tab of System Configuration, select Hide all Microsoft services, and then select Disable all.
- On the Startup tab of System Configuration, select Open Task Manager.
- Under Startup in Task Manager, for each startup item, select the item and then select Disable.
- Close Task Manager.
- On the Startup tab of System Configuration, select OK. When you restart the computer, it's in a clean boot environment.

Method 2. Run memory diagnostic tool: Memory diagnostic tool is a RAM test to check if there is any issues with RAM.
- Press Windows key + R then type in mdsched.exe hit OK then restart the device.
