The Digital License is linked to the Admin account which purchased and applied the Digital License, or if sourced elsewhere the license is associated with the Admin account signed in when it activates. If that account is deleted it will associate with the next Admin account.

The Digital License ownership may be separate and is proven by the Order History in the Microsoft Account: https://account.microsoft.com/billing/orders/ or the holder of the retail key that may have converted on that device to a DL.
The DL is associated with the MS account only as a convenience so that if you decide to move it and it is a full retail license, you can use the Activation Troubleshooter from the same MS Account signed in on the new device as explained here:
